A number of states limit or prohibit lease-purchase agreements covering live animals, following concerns about consumers who did not realise they were leasing rather than buying their pet.

The rules keep changing

Legislation in this area has moved repeatedly over recent years. Any list published on a website goes out of date; the application checks your state in real time.

Where a lease is restricted, an installment loan or a program covering veterinary care and supplies rather than the animal itself may still be available.

Know what you are signing

If a program is structured as a lease, you do not own the animal until the agreement completes. Read which structure you are being offered and ask the question directly. Check your state.

See the parents and the premises

A breeder who will not let you meet the mother or see where the puppies are raised is telling you something. Video calls are an acceptable substitute at distance; refusal is not.

Ask for health testing

Breed-specific screening — hips, elbows, eyes, cardiac, genetic panels — should be documented and provided, not described.

Read the contract

Health guarantees, spay or neuter requirements and return clauses vary widely. Read them before any money moves.

Be wary of urgency

Pressure to pay a deposit immediately, wire transfers and prices far below the breed average are the three most common signs of a puppy scam.

Veterinary care

Financing treatment rather than a purchase

Emergency veterinary bills are one of the most common reasons people look for financing at all. A serious illness or an injury routinely runs $2,000 to $8,000, and the decision usually has to be made in the room.

Veterinary care is financeable separately from any pet purchase, including at practices in the merchant network. If your vet does not currently offer financing, they can often be added — it is worth asking before you need it rather than during an emergency.

Can I finance transport from a distant breeder?

Yes. Ground transport and flight nanny services are commonly financed alongside the animal.

What if the puppy turns out to be ill?

That is between you and the breeder under their health guarantee, and it does not automatically end a financing agreement. Read the guarantee before you commit, and keep the veterinary records.
